Abstract

Background : Maternal and infant mortality in Indonesia remains high, with referral delays identified as a key contributing factor. These delays are influenced by socioeconomic conditions, geographical barriers, cultural practices, and limited recognition of danger signs during pregnancy, childbirth, postpartum, and neonatal periods. Late transfers to adequate health facilities, overcrowding, and delayed decision-making further hinder optimal referral services. A standardized referral system based on health workers’ competencies is regulated under Law of the Republic of Indonesia No. 17 of 2023 on Health.
Purpose : this study aimed to analyze the maternal and neonatal emergency referral system at UPTD Sultan Daulat Public Health Center, Sultan Daulat District, Subulussalam City, in 2024.
Methode : This Researche is qualitative method with a descriptive-analytic and observational design was applied. The population included five health workers, two ambulance drivers, and 30 maternal patients, with a sample of seven health workers, one ambulance driver, and one maternal patient.
Conclusion : indicate that the referral process has been generally optimal, though several obstacles remain. Initial management of maternal and neonatal emergencies was performed effectively in accordance with standard operating
procedures, including patient stabilization prior to referral. The health center
continues to apply two referral methods: manual referrals for outpatients and online referrals for inpatients.
